Rep. Ken Buck, R-Colo., who announced last fall he would not seek re-election, said Tuesday he will resign from Congress at the end of next week, further shrinking the GOP's already razor-thin majority. "Today I am announcing that I will depart Congress at the end of next week," Buck said in a statement. His departure will cut the House Republican margin to 218-213; Speaker Mike Johnson, R-La., will still have two votes to spare before needing Democrats to govern. Speaking to reporters shortly after the news broke, Johnson suggested he did not get a heads-up from Buck. Most recently, Buck broke with his party and was one of three Republicans who voted against the impeachment of Homeland Security Alejandro Mayorkas.

Are these the most beautiful coffee shops in the world?

The Budapest Café is one of many eye-catching businesses featured in “Designing Coffee: New Coffee Places and Branding,” a coffee table book — no pun intended — that puts the world’s most photogenic, eccentric cafés and roasters on display. Its "bright, playful design and color palette transform a former dental office into a bustling and vibrant bakery café," Kingston writes in "Designing Coffee." In an increasingly competitive coffee industry, coffee shop owners are putting thoughts into how their spaces are designed. Across its ambience and menu, the Genovese Coffee House in Sydney offers Australian consumers an "espresso" ticket to Mediterranean café culture. From fog horns to bottles of urine, sailors are trying some wild ways to save their yachts. This latest sinking adds to the hundreds of incidents of orcas interacting with, damaging, and sometimes sinking boats over the last three years. Pouring gasoline or diesel fluid and urine into the water had no effect, according to the few sailors who tried it. Dumping a black water tank filled with a "bleach solution" seemed to provoke the orcas into ramming the boat more, according to one account. House Republicans entered the weekend without their leading speaker candidate, Rep. Jim Jordan, R-Ohio, who dropped out of the race on Friday. "This is embarrassing for the Republican Party, embarrassing for the nation," former speaker Kevin McCarthy, R-Ca., said Sunday on NBC's "Meet the Press." Former Republican Rep. Liz Cheney did not voice support for any specific candidate, saying on CNN's "State of the Union" that the current state of House Republican dysfunction is not surprising. Former House Speaker Newt Gingrich, who served from 1995 to 1999, said the House Republicans are dragging their feet. Of the nine candidates in the speaker race so far, none are women.

Kevin Lamarque | ReutersThe messy race to elect the next Republican speaker of the House of Representatives is injecting chaos into the typically genteel world of high-dollar GOP fundraising, threatening to disrupt a vital element of the Republican strategy to maintain its House majority. One faction of wealthy donors is intent on exacting revenge on the eight Republicans who voted with Democrats to oust former speaker Kevin McCarthy, according to people familiar with the matter. They're all saying, 'don't give, don't raise any money,'" a Republican fundraiser said. "If you have scheduled a fundraiser for any Republican House member who refuses to vote for Scalise, cancel it. Losing Kevin McCarthy will be damaging for fundraising," a longtime Wall Street Republican fundraiser said.

The vast majority of poll respondents had heard about the near shutdown, with only 13% saying they had not. Americans have long held a dim view of Congress, and the poll showed about 35% of respondents viewed the House of Representatives unfavorably while 39% viewed the Senate that way. Representative Garret Graves, a longtime McCarthy ally, called the current rule structure "completely dysfunctional". The motion to vacate rule is enshrined in the U.S. House's governing manual, but the specifics of it are left to each Congress to decide. Before 2019, the motion to vacate was considered a privileged motion, which any one member could bring to the House floor. But after two Republican speakers were threatened with and ultimately left office over the move, Democratic Speaker Nancy Pelosi pushed a rule change that required a majority of the conference to support a motion to vacate. Representative Jim Jordan, who is running for speaker, said he would leave any rule change up to the conference.

U.S. House Speaker Kevin McCarthy (R-CA) walks back to the Speaker's office after a motion to vacate the chair of Speaker of the House and end McCarthy's continued leadership passed by a vote of 216-210, at the U.S. Capitol in Washington. On Tuesday, eight members of his party joined 208 Democrats to oust McCarthy as speaker in a 216-210 vote. But as I walk out of this chamber, I feel fortunate to have served the American people," McCarthy, 58, told reporters. "Frankly, one has to wonder whether or not the House is governable at all," Republican Representative Dusty Johnson told reporters after McCarthy's ouster. But hardliners soon used their leverage to shutter the House floor in protest over the spending level that McCarthy had agreed to Biden.

WASHINGTON, Oct 3 (Reuters) - U.S. House Speaker Kevin McCarthy's grip on power was in question on Tuesday as the House of Representatives, driven by Republican infighting, was holding a historic vote that could remove him from his job. WASHINGTON, Oct 3 (Reuters) - Embattled U.S. House Speaker Kevin McCarthy on Tuesday teed up a vote on a challenge to his leadership by a fellow Republican, in an intra-party dispute that could plunge Congress into chaos. McCarthy said the House of Representatives will vote later in the day on a motion by Representative Matt Gaetz, a McCarthy antagonist, that could potentially remove him from his post. The chamber could hold a straight up or down vote, or could hold a vote to sideline it. House Democratic Leader Hakeem Jeffries declined to say how his members would vote, or whether they would vote as a unit. A faction of about 20 Republicans, Gaetz included, had forced McCarthy's hand by repeatedly blocking other legislation. No U.S. House speaker has ever been removed from the position that puts the holder second in line in succession for the presidency after the vice president. "What we're seeing with House Republicans is pure chaos," White House Press Secretary Karine Jean-Pierre said. On the House floor, Gaetz earlier accused McCarthy of having a "secret side deal" with Democrats to approve Ukraine aid.

Here is a look at what comes next:IS THERE AN ACTING SPEAKER? Immediately following Tuesday's 216-210 ouster vote, Republican Representative Patrick McHenry, a McCarthy ally, was appointed acting speaker pro tempore. The acting speaker pro tempore's duties are vague, according to a guide to the chamber's rules and procedures: That person "may exercise such authorities of the office of speaker as may be necessary and appropriate pending the election of a speaker or speaker pro tempore." WHAT ARE HOUSE REPUBLICANS, DEMOCRATS DOING? Under the U.S. Constitution, the House speaker does not have to be a member of Congress.
